Central and Local

The Ispra-Seville Local Staff Committee is composed by 21 couples of staff members selected by all statutory staff working in the sites of Ispra and Seville, in accordance with Article 9 and Annex II of the Staff Regulations. Elections are carried out every 3 years. For all activities, in particular in relation to health, safety, infrastructure, social services, etc., it has to be stressed that the CLP has not the task to do the job of the various JRC services. Its task is to interact with them to give input for improvement, to channel complaints and to represent the interests of the staff via an active and open dialogue with our employers whenever possible.

The Plenary Assembly
During the inaugural plenary, under the chairmanship of the oldest member, the full members and their alternates elect:

  • the President of the CLP (he is usually also the Chairman of the plenary assembly),
  • an Executive (The Bureau),
  • the delegation to the Central Staff Committee
  • the members of the committees at both local and central level.

The 21 full members, meeting periodically according to an agreed timetable, constitute the plenary assembly (plenary). Alternates may attend the plenary without the right to vote unless the full member is absent and they automatically become full members if the full member resigns.
The Bureau
The Bureau comprises the Chairman, at least one Vice-Chairman, a General Secretary and other Vice-Chairmen and Members as determined by the plenary.

The Bureau meets weekly and its tasks are:

  • to receive requests and complaints from the staff;
  • to receive conclusions, including partial conclusions, from the various committees;
  • to collect the information required to prepare policy guidelines;
  • to implement the decisions of the plenary;
  • to record in a register the main work done.

The Committees
Most of the work of the CLP is done in  committees, which are working on central, i.e. on Commission or Inter-institutional level, or on local level

The role and the function of the Staff Committee is

  • to participate in the application of the rules and regulations implementing the staff policy as negotiated by the trade unions and professional organisations of the Commission in order to ensure they are in conformity with agreements reached.
  • to play a consultative or participative role in helping staff to resolve problems through a series of statutory and administrative committees.

To this effect, the Staff Committee

  • designates staff representatives to either statutory or joint committees.
  • delegates a part of it's competencies, as regards particular work requirements, to sectoral staff delegations.
  • will question the Administration on any deviations or erroneous interpretations of agreements.

The Staff Committee is an elected statutory body which represents all officials and other agents of the Commission vis-à-vis the Administration and the College of Commissioners to ensure that the rules established by the Commission as regards staff (ex. in diverse areas such as training opportunities, social actions, part-time work, holidays, security and hygiene, child day-care, etc...) are fully respected. It is governed by statutory provisions (article 9 and annex II, section I) and by the "Rules governing the composition and functioning of the Staff Committee".
