CONF FIR saluta e ringrazia Denis Baudot, storico rappresentante del personale del JRC di Karlsruhe e protagonista per oltre vent’anni della rappresentanza del personale della Commissione europea.

Ci sono carriere che si misurano attraverso gli incarichi ricoperti e altre che si misurano soprattutto attraverso la traccia lasciata nelle persone. Il percorso professionale e sindacale di Denis Baudot appartiene, in modo esemplare, a entrambe le categorie.

In occasione del suo congedo dal servizio attivo, CONF FIR – Confederazione Sindacale Internazionale Ricercatori, Funzionari e Agenti desidera rivolgere a Denis un ringraziamento particolare: non soltanto per gli incarichi svolti, ma soprattutto per il modo con cui, per tanti anni, ha interpretato la rappresentanza del personale.

Oltre vent’anni nella rappresentanza del personale

Lussemburghese, con radici anche francesi, Denis ha lavorato come tecnico presso l’allora Institute for Transuranium Elements (ITU) del Joint Research Centre di Karlsruhe, unendo la competenza professionale a una rara disponibilità verso la comunità nella quale lavorava.

Nel 2002 viene eletto nel Comitato Locale del Personale e nel 2005 ne assume la Presidenza. Da quel momento il suo nome accompagna per oltre vent’anni la rappresentanza del personale di Karlsruhe, mantenendo contemporaneamente un ruolo attivo nel più ampio sistema di rappresentanza del personale della Commissione europea e nel Comitato Centrale del Personale.

Le fonti pubbliche documentano questa lunga presenza. Denis Baudot compare infatti come Presidente del Local Staff Committee di Karlsruhe in attività e riunioni che coinvolgevano anche il Central Staff Committee e gli altri Comitati Locali del Personale.

Le battaglie comuni dei siti JRC

La sua attività non si è limitata alle questioni del sito di Karlsruhe. Denis ha partecipato alle iniziative comuni dei Comitati del Personale dei diversi siti del JRC, contribuendo a costruire quella cooperazione tra rappresentanti di Ispra, Karlsruhe, Petten, Geel e Siviglia che CONF FIR considera essenziale per difendere efficacemente il personale.

Un esempio significativo riguarda la difesa delle Scuole Europee vicine ai siti JRC. Denis Baudot, nella sua funzione di Presidente del CLP di Karlsruhe, partecipò alle iniziative comuni della rappresentanza del personale rivolte alla Commissione per tutelare le Scuole Europee e le opportunità educative offerte alle famiglie del personale.

Denis partecipò inoltre, in qualità di Presidente del CLP Karlsruhe, all’High-Level Reflection Group del JRC dedicato alla ricerca di un modello sostenibile per preservare le Scuole Europee situate in prossimità dei siti JRC e le relative sezioni linguistiche.

Anche negli anni più recenti la sua attenzione è rimasta concentrata sulle conseguenze concrete delle decisioni amministrative. Nel corso delle discussioni JRC sulle misure di risparmio energetico, Denis ha richiamato l’attenzione sulle conseguenze per il personale, chiedendo che gli effetti delle decisioni fossero valutati e discussi con la rappresentanza dei lavoratori.

Prima di tutto, le persone

Dietro gli incarichi c’è però qualcosa di più difficile da raccontare attraverso documenti e verbali: la disponibilità quotidiana verso i colleghi.

Ascoltare, consigliare, accompagnare chi attraversava un momento difficile, confrontarsi con l’Amministrazione e, quando necessario, ricordare anche agli altri rappresentanti del personale quale fosse la loro responsabilità: mettere le persone e i loro diritti al centro.

Chi ha lavorato con Denis conosce bene anche il suo modo di intervenire: mai una parola di troppo, sempre quella giusta e, all’occorrenza, anche ben pepata. Con la gerarchia, come con chi nella rappresentanza del personale rischiava talvolta di perdere di vista la propria missione, Denis non ha mai avuto difficoltà a ricordare con franchezza quale fosse la priorità: l’interesse del personale.

Un esempio che parla anche a Ispra

Il percorso di Denis lascia anche una riflessione importante per il futuro della rappresentanza del personale negli altri siti del JRC, Ispra compresa.

In una fase nella quale il personale è chiamato ad affrontare cambiamenti importanti, riorganizzazioni e nuove sfide, abbiamo bisogno di una rappresentanza capace di essere autorevole, indipendente, presente e, quando necessario, ferma nel confronto con l’Amministrazione.

Da questo punto di vista, il lungo percorso di Denis rappresenta un esempio. Anche al JRC di Ispra sarebbe importante poter contare su una Presidenza del Comitato Locale del Personale capace di interpretare il proprio ruolo con la stessa determinazione: ascoltare tutti, rappresentare tutti e mantenere l’interesse del personale al di sopra delle appartenenze, delle sigle e delle convenienze del momento.

Non si tratta di chiedere che qualcuno sia uguale a Denis. Ogni persona ha il proprio carattere e ogni sito la propria realtà. Si tratta piuttosto di preservare un principio che la sua esperienza ci ricorda: chi assume la responsabilità di guidare un organismo di rappresentanza deve essere prima di tutto al servizio delle persone che quell’organismo rappresenta.

Un impegno che andava oltre la rappresentanza sindacale

La disponibilità verso gli altri ha caratterizzato anche altri aspetti della sua vita al JRC. Per oltre vent’anni Denis ha infatti prestato servizio volontario nel Fire and Rescue Team dell’ITU: un impegno che racconta bene la sua concezione della comunità di lavoro, fatta non soltanto di diritti da rivendicare, ma anche di responsabilità e disponibilità personale.

E c’è un altro Denis che molti colleghi conoscono: quello degli scacchi. Una passione praticata anche a livello agonistico. Alla Mini-Atomiade 2024 Denis ha conquistato per il JRC Karlsruhe la medaglia d’oro nel Chess Blitz e il bronzo negli scacchi.

Forse non è casuale che abbia scelto proprio questo sport. Negli scacchi, come nella rappresentanza del personale, servono pazienza, visione d’insieme, capacità di anticipare le mosse, determinazione e rispetto per chi siede dall’altra parte della scacchiera.

In passato Denis è stato anche pilota amatoriale di kart; oggi quella stessa energia continua a metterla sui pedali della sua bicicletta. Il ritmo può essere cambiato, la determinazione certamente no.

Il pensionamento conclude una carriera professionale, non cancella ciò che una persona ha costruito.

Rimangono le battaglie affrontate insieme, i colleghi aiutati, le discussioni vinte e quelle perse, le decisioni sulle quali si è riusciti a incidere e, soprattutto, una concezione della rappresentanza del personale fondata sulla presenza, sull’indipendenza di giudizio e sul coraggio di parlare quando era necessario.

CONF FIR ringrazia Denis Baudot per il tempo, l’energia e la passione dedicati in tanti anni ai colleghi e alla rappresentanza del personale della Commissione europea.

A Denis auguriamo una nuova stagione ricca di serenità, libertà e soddisfazioni.

E, conoscendolo, siamo abbastanza sicuri che non sarà una pensione particolarmente sedentaria: ci saranno ancora molte partite da giocare, molte strade da percorrere in bicicletta e, probabilmente, qualche battaglia sulla quale avrà ancora qualcosa da dire.

Denis Baudot: a professional life dedicated to colleagues

CONF FIR pays tribute to and thanks Denis Baudot, a long-standing staff representative at JRC Karlsruhe and, for more than twenty years, an important figure in staff representation within the European Commission.

Some careers are measured by the positions held. Others are measured above all by the mark they leave on people. Denis Baudot’s professional and trade union journey belongs, in an exemplary way, to both categories.

As Denis takes his leave from active service, CONF FIR – International Trade Union Confederation of Researchers, Officials and Agents wishes to express its special gratitude to him: not only for the positions he has held, but above all for the way in which he has represented staff throughout so many years.

More than twenty years representing staff

Luxembourgish, with French roots as well, Denis worked as a technician at the former Institute for Transuranium Elements (ITU) of the Joint Research Centre in Karlsruhe, combining technical expertise with a remarkable commitment to the professional community around him.

In 2002, he was elected to the Local Staff Committee and in 2005 became its President. From then onwards, for more than twenty years, his name became closely associated with staff representation in Karlsruhe, while he also remained actively involved in the wider system of European Commission staff representation and the Central Staff Committee.

Common battles across the JRC sites

His work was never limited to Karlsruhe alone. Denis participated in joint initiatives involving Staff Committees from the different JRC sites, helping to strengthen cooperation between representatives from Ispra, Karlsruhe, Petten, Geel and Seville.

One significant example concerned the protection of the European Schools located close to JRC sites. In his capacity as President of the Karlsruhe Local Staff Committee, Denis took part in joint staff representation initiatives addressed to the Commission aimed at protecting the European Schools and the educational opportunities available to staff families.

Denis also participated in the JRC High-Level Reflection Group established to explore a sustainable model for preserving the European Schools located close to JRC sites and their respective language sections.

Even in more recent years, his attention remained firmly focused on the practical consequences of administrative decisions and their impact on staff.

People first

Behind all these official responsibilities there is something much more difficult to capture in documents and meeting minutes: Denis’s everyday availability to his colleagues.

Listening, advising, supporting people facing difficult moments, engaging with the Administration and, whenever necessary, reminding even fellow staff representatives of their fundamental responsibility: to put people and their rights first.

An example that also speaks to Ispra

Denis’s experience also leaves us with an important reflection for the future of staff representation at the other JRC sites, including Ispra.

At a time when staff are facing significant changes, reorganisations and new challenges, we need representation that is authoritative, independent, present and, whenever necessary, firm in its dialogue with the Administration.

From this perspective, Denis’s long-standing commitment provides an important example. At JRC Ispra too, it would be valuable to have a Local Staff Committee Presidency capable of interpreting its role with the same determination: listening to everyone, representing everyone and placing the interests of staff above affiliations, organisations and short-term considerations.

This does not mean asking anyone to be another Denis. Every person has their own character and every site has its own reality. Rather, it means preserving a principle that his experience reminds us of: those who take responsibility for leading a staff representation body must, first and foremost, be at the service of the people that body represents.

A commitment extending beyond staff representation

For more than twenty years, Denis also volunteered with the ITU Fire and Rescue Team, an experience that reflects his understanding of a working community based not only on rights, but also on responsibility and willingness to help others.

Chess has also long been one of his passions. At the 2024 Mini-Atomiade, Denis won for JRC Karlsruhe the gold medal in Chess Blitz and the bronze medal in chess.

Patience, the ability to think several moves ahead, determination and respect for the person sitting on the other side of the board are qualities that are just as useful around a negotiating table as they are on a chessboard.

In the past Denis was also an amateur kart driver. Today, he continues to put the same energy and determination into cycling.

Retirement brings a professional career to a close, but it does not erase what a person has built.

What remains are the battles fought together, the colleagues who were helped, the discussions won and lost, the decisions that were influenced and, above all, a vision of staff representation based on presence, independence of judgement and the courage to speak up when necessary.

CONF FIR thanks Denis Baudot for the time, energy and passion he has devoted over so many years to his colleagues and to the representation of European Commission staff.

We wish Denis a new chapter filled with serenity, freedom and satisfaction.

And, knowing him, we are fairly certain that retirement will not be particularly sedentary: there will still be many games to play, many kilometres to cycle and, probably, a few more battles on which he will still have something to say.
